Removes requirement that patients designate a specific registered medical cannabis dispensing organization to purchase from; patients may now purchase from any licensed dispensing organization during provisional registration period.

Eliminates the requirement to enter designated dispensary registry identification numbers into the Department of Public Health verification system.

Removes requirement for patients to notify Department of Public Health when changing their designated dispensing organization.

Modifies registry identification cards to no longer electronically store information about the qualifying patient's designated dispensary organization.

Becomes effective immediately upon passage.
