HB5651 Summary

• Changes decertification timeline for officers convicted of specified misdemeanors from January 1, 2022 to the respective effective date each misdemeanor is added to the statute.

• Requires Illinois State Police to provide the Board with criminal history information from the full LEADS and NCIC databases for basic academy applicants, law enforcement activation applicants, and officers with fingerprints on file.

• Expands notification requirements for law enforcement agencies and Illinois State Police to report to the Board within 10 days of final determinations involving suspension of at least 10 days, dismissal, discharge, or termination (previously only 10-day suspensions).

• Requires law enforcement agencies to complete criminal background investigations in the full LEADS and NCIC databases before employing or certifying retired officers to carry concealed weapons.

• Effective immediately upon enactment.
