Allows courts to waive publication requirements for name change petitions when a person files a verified statement attesting they have a gender-related identity (as defined in the Human Rights Act) not expressed on their birth certificate or previous name identification.

Permits courts to waive publication requirements for individuals 18 years or older who are or have been protected under domestic violence laws, stalking protection orders, or similar protective statutes.

Requires courts to seal and impound name change case files when publication requirements are waived, except cases may be unsealed upon law enforcement request for good cause shown.

Prohibits sealing or impounding cases if the petitioner has been convicted of a felony or sex offense requiring sex offender registration.

Allows petitioners to omit their address from filed documents and designate an alternative service address if disclosure would create safety risks.
