Expands who may waive fingerprint-based background checks for nursing home residents from only the Director of Public Health to include the Director's designee

Changes waiver eligibility from residents who are "completely immobile" to those with "decreased mobility," and adds specific health criteria including lacking mental capacity to consent, missing finger digits, lacking fingerprints, or exhibiting minimal risk

Expands professionals authorized to receive criminal history reports and prepare Identified Offender Reports from only licensed forensic psychologists to also include licensed clinical social workers and licensed clinical professional counselors

Allows consultation for offender assessments with either the facility administrator or medical director (or their designee) rather than requiring consultation with both

Requires identified offenders who pose significant risk of harm or are convicted/registered sex offenders to have their own room and a public bath within the facility
