Creates the Microfiber Filter Rebate Act requiring the Illinois Environmental Protection Agency to establish a rebate program for residents purchasing microfiber washing machine filters or replacement filters within one year of the act's effective date.

Provides a one-time rebate not to exceed the lesser of the filter's cost or $100 to eligible residents who submit a complete application and meet Agency requirements.

Defines eligible microfiber filters as those capable of reducing microfiber emissions by at least 90% and with mesh size capable of capturing microfibers larger than 50 microns.

Requires the Agency to advertise rebate availability on its website, adopt implementing rules, and submit annual reports to the Governor and General Assembly beginning two years after enactment, including rebate statistics and program effectiveness assessments.

Takes effect immediately upon enactment and is subject to appropriation of state funds.
