Appropriates $710,969,800 from the Education Assistance Fund for University of Illinois operational expenses for fiscal year ending June 30, 2025.

Appropriates $2,343,900 from the Education Assistance Fund for Labor and Employment Relations programs, including $821,600 for degree programs and $1,522,300 for certificate programs.

Appropriates $18,794,000 from the General Revenue Fund for the Prairie Research Institute and $40,380,600 for University of Illinois Hospital operating costs.

Provides additional appropriations for specialized programs including the Illinois Fire Service Institute ($6,406,800), College of Pharmacy at Rockford ($500,000), Climate Jobs Institute ($2,000,000), and various research initiatives totaling millions in funding from multiple dedicated state funds.

Takes effect July 1, 2024, with Governor approval required for water rates report expenditures under Section 100.
