Appropriates $142,562,400 to the Department of Public Health for AIDS/HIV programs, including education, drugs, services, counseling, testing, and outreach to minority populations, payable from General Revenue Fund and Public Health Services Fund.

Requires at least 50% of appropriated funds to be used for HIV/AIDS programs serving minority populations, with specific allocations for prevention, treatment, surveillance, and Ryan White CARE Act services.

Appropriates $15,000,000 from the African-American HIV/AIDS Response Fund for grants and administrative expenses to reduce HIV/AIDS disparities among African-Americans.

Appropriates $5,500,000 for the Getting to Zero-Illinois plan to end the HIV epidemic by 2030, $500,000 for sexually transmitted infection prevention and treatment, and $2,000,000 for the PrEP4Illinois Program including client navigation and ancillary services coverage for uninsured and underinsured individuals.

Appropriates $2,500,000 for a Rapid Start HIV treatment pilot program, including funding for an HIV Treatment Innovation Coordinator position to establish rapid start model as standard of care; effective July 1, 2024.
