Appropriates $620,763,400 total to the Governor's Office of Management and Budget for fiscal year 2025 (July 1, 2024 - June 30, 2025), with $4,700,000 from General Funds and $616,063,400 from Other State Funds

Allocates $609,900,000 from the Build Illinois Bond Retirement and Interest Fund for payments to the Trustee under the Build Illinois Bond Act Master Indenture

Provides $4,000,000 from the Grant Accountability and Transparency Fund to implement the Grant Accountability and Transparency Act and Budgeting for Results initiative

Appropriates $550,000 for monitoring and reporting State agency expenditures of federal funds, including American Rescue Plan Act funds

Requires Governor's written approval before any contracts or obligations can be incurred for bond-related appropriations (General Obligation bonds, Build Illinois bonds, and bond retirement payments)
