• Amends Public Act 103-0006 (FY2024 appropriations) by reducing the Office of the Governor's Administrative Fund appropriation from $850,000 to $500,000

• Includes numerous grants to Illinois community organizations for violence prevention, youth employment, and social services programs totaling approximately $63.8 million through Department of Human Services

• Appropriates funds for specialized programs including $2 million for Summer Electronic Benefit Transfer Program for Children, $1 million for Carter Temple Community Development Corporation, and $250,000 for Human Services Loan Repayment program through Illinois Student Assistance Commission
