Amends the Illinois Vehicle Code by adding Section 6-210.1 requiring the Secretary of State to provide written reasons and verification when denying, suspending, or revoking driving privileges under Section 6-704 (Driver License Compact offenses from other states).

Secretary of State must provide applicants with information about the application and hearing process for reinstatement and issue a decision on license applications within 21 calendar days.

When an application is denied, the Secretary of State must send verification of the denial reason by certified mail within 7 calendar days and provide all hearing documents and reasons for the denial.

Applicants must receive information about the process for contesting a denial of their driving privilege application.
