Amends the Children and Family Services Act to require the Department of Children and Family Services, Department of Human Services, and Illinois State Board of Education to increase payment rates for group home providers serving children and youth with intellectual or developmental disabilities effective July 1, 2025.

Mandates rate increases sufficient to provide a $4 per hour wage increase for frontline personnel in these group homes.

Makes the rate increase contingent upon federal approval if required.

Takes effect immediately upon enactment.
