Adds persons receiving retirement income from self-managed plan accounts under the State Universities Retirement System (SURS) to the definition of "community college benefit recipient" for group insurance purposes.

Expands the definition of "retire" and "retirement" for SURS self-managed plan participants to include when they are eligible for retirement under applicable law and begin receiving retirement income from their self-managed plan account.

Amends the State Employees Group Insurance Act of 1971 and the Illinois Pension Code to clarify eligibility and benefit terms for community college district employees participating in SURS self-managed plans.
