Amends the Illinois Procurement Code to authorize each chief procurement officer to designate a fair proportion of construction, supply, and service contracts as veteran-owned small business set-asides.

Restricts bidding on set-aside contracts to qualified veteran-owned small businesses and service-disabled veteran-owned small businesses, as defined in Section 45-57 of the Procurement Code.

Allows purchasing agencies to withdraw the veteran-owned small business set-aside designation when deemed in the best interests of the State, requiring rejection of all bids and re-advertisement without the set-aside designation.

Permits each chief procurement officer to adopt rules to implement and administer the use of veteran-owned small business set-asides.

Requires each chief procurement officer to report to the General Assembly by November 1 annually on the total number of veteran-owned small businesses that submitted bids, the number of set-aside contracts awarded, and the total value of contracts awarded under this program.
