Prohibits counties and municipalities from establishing policies requiring law enforcement officers to issue a specific number of citations within a designated period or meet arrest quotas.

Defines "arrest quota" to include any requirement regarding the number of arrests completed, assessing value or points for arrests, or comparing an officer's arrests to other officers.

Prohibits using citations or arrests as criteria for promotion, demotion, dismissal, discipline, or merit pay; requires overall job performance evaluation based on factors such as attendance, communication skills, de-escalation, and professional judgment.

Allows evaluation of officers based on "points of contact" which includes traffic stops, calls for service, pedestrian stops, written warnings, and crime prevention measures, but explicitly excludes citations issued or arrests completed.

Permits aggrieved persons or exclusive bargaining representatives to bring civil actions for declaratory or injunctive relief, with prevailing parties entitled to recover reasonable attorney's fees and costs.
