Amends the Public Utilities Act to require potable water service at each manufactured home site in communities connected to municipal water supplies.

Mandates utility billing for manufactured home residents be based on either actual usage measured by submeters or a ratio utility billing system that divides charges by occupant number, home square footage, or other factors; prohibits equal billing for all residents.

Requires manufactured home community owners or operators to install submeters at their own expense where none exist, in compliance with Department of Public Health and Illinois Plumbing Code rules.

Designates the manufactured home community owner or operator as the water supplier responsible for the distribution system and all maintenance costs for meters and submeters within the community.

Exempts manufactured home communities that have their own water source, such as a well, from these requirements.
