Amends the Illinois Pension Code to permit Police Officers' Pension Investment Fund and Firefighters' Investment Fund board committees to conduct meetings by audio or video conference without physical quorum presence when the chairperson determines in-person meetings pose health or safety risks.

Requires 48 hours' notice for remote meetings (except bona fide emergencies), with meeting notices and agendas containing all information necessary for public access, including telephone numbers, web links, passcodes, and methods for public comment.

Mandates that all board members participating remotely be verified and able to hear all discussion and testimony, with at least one board member, legal counsel, or administrative officer physically present at the meeting location for open meetings.

Requires all votes be conducted by roll call with each member's vote identified and recorded, and mandates verbatim audio or video recordings of all open meetings be made available to the public.

Stipulates members participating by audio or video conference are considered present for quorum and participation purposes, and the board shall bear all costs associated with compliance with these remote meeting provisions.
