HB5818 - Capitol Security and Safety Act

• Office of the Secretary of State shall install and maintain electronic monitoring devices at each entrance to the State Capitol Complex and safety call boxes throughout the complex.

• Electronic monitoring devices are defined as surveillance instruments with fixed-position video cameras and/or audio recording devices that transmit activity to the Secretary of State Department of Police.

• Safety call boxes are defined as well-lit, publicly accessible telecommunication devices allowing individuals to contact law enforcement and alert authorities to their location.

• Any video or audio recordings created or maintained under this provision are exempt from disclosure under the Freedom of Information Act.

• Amends the Freedom of Information Act to add a conforming exemption for recordings under Section 5.1 of the Secretary of State Act.
