HB5824 - Zero-Emission Vehicle Act

• All on-road vehicles purchased or leased by governmental units must be zero-emission or near zero-emission vehicles beginning January 1, 2028, with stricter zero-emission-only requirements starting January 1, 2033, and full transition of all operated vehicles by January 1, 2048.

• School buses newly purchased or leased after January 1, 2030 must be zero-emission vehicles, with all school buses transitioned by January 1, 2042, with limited exemptions for terrain and route constraints.

• Governmental contracts for zero-emission vehicle purchases exceeding $10,000,000 (and school bus contracts exceeding $1,000,000) must use competitive best-value procurement and require bidders to submit United States Jobs Plans detailing job creation, wages, training, and worker protections.

• Electric utilities must propose tariffs by their next multi-year rate case to design and deploy electrical distribution infrastructure for charging stations on the utility side of customer meters, and explore inclusive utility investment mechanisms for customer-side infrastructure.

• Illinois Environmental Protection Agency must adopt motor vehicle emission standards identical to California's Advanced Clean Cars II, Advanced Clean Trucks, and Heavy-Duty Low NOx programs by December 1, 2025, and remain consistent with future California standard amendments.

• Establishes large fleet reporting requirements for medium and heavy-duty vehicles, including drayage trucks, with metrics on fleet size, vehicle type, and fuel type to track zero-emission vehicle transition.
