Prohibits pharmacy benefit managers (PBMs) and their affiliates from "steering" covered individuals to pharmacies in which the PBM has an ownership interest or control

Defines "steering" to include: requiring use of PBM-owned pharmacies, offering plan designs that increase costs for individuals who choose non-PBM pharmacies, and reimbursing independent pharmacies less than the PBM reimburses itself for the same products or services

Authorizes the Illinois Department of Insurance to define additional steering practices by administrative rule

Violations constitute unfair or deceptive practices under the Illinois Insurance Code

Effective date of July 1, 2024
