Amends the Biometric Information Privacy Act to limit recoveries when a private entity collects the same biometric identifier or information from the same person using the same method multiple times to a single recovery, rather than one recovery per instance.

Limits recoveries for multiple disclosures of the same biometric identifier or information from the same person to the same recipient to a single recovery, regardless of how many times the disclosure occurred.

Makes violations of the Act by Internet dating services subject to exclusive enforcement by the Attorney General, removing private right of action.

Adds exemption allowing Internet dating services to collect, use, and disclose biometric information for safety purposes (preventing, detecting, investigating, or responding to criminal activity, harassment, or fraud).

Defines new terms including "Internet dating service," "electronic signature," and "safety purpose" in the Act's definitions section.
