Creates the Illinois Minor League Stadium Fund as a special fund in the State treasury to support capital improvements at facilities hosting professional sports teams not in the NBA, NFL, NHL, or Major League Baseball

Authorizes the Illinois Sports Facilities Authority to provide capital grants from the Minor League Stadium Fund for eligible minor league sports facilities

Requires that when new stadiums or arenas for major league teams (NBA, NFL, NHL, or MLB) are approved, the Authority must include funding for the Minor League Stadium Fund in the final agreement

Adds the power to provide capital grants from the Illinois Minor League Stadium Fund to the Authority's existing powers under the Illinois Sports Facilities Authority Act

Effective July 1, 2024
