Regional Office of Education No. 4 shall establish a 3-year pilot program beginning in the 2024-2025 school year for alternative learning opportunities focused on serving students in kindergarten through 3rd grade.

Students in grades kindergarten through 3 who meet school district enrollment criteria and are at risk of academic failure are eligible to participate in the pilot program.

The pilot program must adhere to all rules and standards established for alternative learning opportunities programs.

Regional Office of Education No. 4 must submit a report to the General Assembly by March 31, 2027 detailing the program's methodology, student outcomes, a comprehensive impact assessment, and a framework for future program models.

The bill is effective immediately.
