Requires the Commission on Equity and Inclusion to submit reports to the General Assembly by January 1, 2026 and every 5 years thereafter evaluating whether the Illinois Sports Facilities Authority has met equity goals.

Expands the definition of "facility" to explicitly include professional women's sports facilities alongside existing categories like baseball, football, and automobile racing.

Mandates the Authority work with the Commission on Equity and Inclusion to evaluate and propose equity-promoting policies in decision-making regarding sports facility development and funding.

Requires bonds issued for professional men's sports facilities to be matched with bonds for professional women's sports facilities; if no women's sports project exists, proceeds must be placed in a dedicated fund or revenue sources must be reserved for future women's sports facility bonds.

Prohibits discrimination based on sex in participation or benefits at facilities funded under the Act and repeals outdated advisory board provisions; effective immediately upon enactment.
