Amends the Illinois Public Aid Code to modify nursing facility reimbursement methodology, effective October 1, 2024, replacing previous staffing add-on calculations with a new PDPM STRIVE Staffing Ratio-based system.

Establishes tiered per diem add-on payments based on facility compliance with STRIVE staffing targets: facilities at 70% compliance receive $9 per diem, escalating to $38.68 per diem at 125% or higher compliance, with maximum payments of $16.52, $25.77, $30.98, and $36.44 at intermediate thresholds.

Increases per diem maximum amounts for ventilator services from $208 to $481 per day, effective January 1, 2024, subject to federal approval.

Implements support component rate increases of 12% effective January 1, 2024, and maintains quality pool payments of at least $70 million annually distributed by facility star rating weights.

Requires the Department to work with nursing facility industry representatives to establish procedures addressing data integrity for federal reporting sites used in rate-setting.
