Amends the Illinois Flag Display Act to prohibit government officials from knowingly displaying the United States flag upside down (with the union down) on government property while performing official duties

Creates an exception allowing upside-down flag display as a signal of dire distress in instances of extreme danger to life or property

Establishes that violations constitute a business offense punishable by a fine of up to $25,000

Takes effect immediately upon becoming law
