Prohibits municipalities and law enforcement agencies from enforcing laws that restrict or punish individuals for sleeping in public spaces in a nonobstructive manner when the municipality's homeless population exceeds available shelter beds

Defines "nonobstructive manner" as sleeping in a way that does not render passageways, walkways, or roadways impassable or hazardous

Limits the concurrent exercise of home rule powers by municipalities regarding this provision

Amends the Illinois Municipal Code by adding Section 11-5-12
