Prohibits carbon sequestration activities within sequestration facilities that overlie, underlie, or pass through a sole-source aquifer designated by the U.S. Environmental Protection Agency under the Safe Drinking Water Act.

Defines "sole-source aquifer" to include the aquifer's upstream areas and project review area as identified by the EPA.

Exempts carbon sequestration activities already permitted by the EPA prior to the bill's effective date and certain Class VI wells where a permit application was filed and deemed complete before January 1, 2023, if the activity occurs on contiguous property with common ownership where CO2 is generated, captured, and injected.

Requires permits from the Illinois agency for all carbon sequestration activities and compliance with state rules and permit conditions.

Effective immediately upon enactment.
