Non-citizens of the United States who knowingly register to vote or knowingly vote in any election, including municipal elections, are guilty of a Class 4 felony.

Any person who knowingly registers a non-citizen to vote is guilty of a Class 4 felony.

Provisions do not apply if superseded by federal law.

Legislation takes effect immediately upon passage.
