Amends the Toll Highway Act to allow active-status members of the Illinois National Guard to use toll highways without paying tolls if they have applied for and received an Official Permit Card from the Illinois State Toll Highway Authority.

Requires the Illinois State Toll Highway Authority to adopt rules for issuing permits that enable active-status Illinois National Guard members to use any toll highway without paying the established toll.

Maintains existing toll exemptions for emergency vehicles (law enforcement, fire, ambulance) and public transportation vehicles operated by the Regional Transportation Authority and Mass Transit Districts.

Requires the Authority to maintain a publicly accessible list of all persons authorized to use toll highways without charge when on official Authority business.
