Amends the Barber, Cosmetology, Esthetics, Hair Braiding, and Nail Technology Act of 1985 to add new licensure requirement for cosmetologists.

Requires cosmetology license applicants to complete training on hair properties including all hair types and textures, coil, curl, or wave patterns, hair strand thicknesses, and volumes of hair.

New requirement designated as section (c-5) and inserted into existing licensure qualifications alongside requirements for age, education, school graduation, examination, and other statutory requirements.

Existing provisions remain unchanged, including the 1,500-hour program requirement over 8 months to 7 years and ability to credit up to 1,000 hours from barber school training.
