Adds Section 13-202.4 to the Code of Civil Procedure to revive civil claims for sex offenses and incest committed against adults aged 18 and older.

Revives civil claims that were previously barred due to expired statutes of limitations as of the bill's effective date.

Allows lawsuits to be filed for intentional or negligent acts resulting in physical, psychological, or other injury from conduct constituting a sex offense under Article 11 of the Criminal Code of 2012 or incest.

Establishes a filing window of not earlier than 6 months and not later than 18 months after the effective date for revived claims.

Permits dismissals of previous actions ordered before the bill's effective date to be disregarded when filing under this revival provision.
