Allows library boards to permit nonresident fees to be paid quarterly or biannually instead of only upfront, if permitted by board regulations in both the Illinois Local Library Act and Public Library District Act of 1991.

Nonresident fees must remain equal to the cost paid by residents as determined by the Illinois State Library formula.

Exemptions from nonresident fees remain unchanged, including students from low-income households, property owners/lessees within the district, those using library system memberships, and reciprocal agreements.

Library boards may continue to waive nonresident fees for persons under age 18.

Effective immediately upon passage.
