• Replaces outdated "Data Universal Numbering System (DUNS)" definition with "Unique Entity Identifier" referencing the federal System for Award Management (SAM.gov) for entity identification.

• Adds new definitions for "fringe benefits" and "Illinois Stop Payment List" and revises the "direct costs" definition to include more detailed categories and conditions for charging administrative and clerical staff salaries to grants.

• Limits performance reporting frequency for grant recipients and subrecipients to no more than quarterly, except when corrective action plans or risk assessments require more frequent reporting.

• Directs the Governor's Office of Management and Budget to promote best practices for disseminating grant opportunity information to grant-making agencies statewide, with emphasis on reaching previously underserved communities and grantees.

• Exempts grant payments made as reimbursements from requirements that nonprofit organizations maintain separate accounts for State grant funds.
