Department of Corrections shall create and implement a policy for electronic scanning and processing of all incoming mail at all DOC institutions and facilities using drug interdiction technologies to protect health and safety.

Electronically processed mail shall be available to incarcerated persons only through kiosk and tablet services rather than physical delivery.

Mail shall be held in storage for a period determined by the Director of Corrections or destroyed as the Director determines appropriate.

Modifies Section 3-7-2 to clarify that mail received by committed persons shall only be in electronic form as provided by rules adopted under the new electronic mail policy.

Department shall adopt administrative rules to implement the electronic mail scanning and processing provisions.
