Amends the Military Veterans Assistance Act to define "United States Armed Forces" as the Army, Navy, Marine Corps, Air Force, Space Force, and Coast Guard.

Expands the definition of "veteran" to include persons who served on active duty in any branch of the Armed Forces with a discharge other than dishonorable.

Includes individuals who served on active duty (including training-only service) and received a service-connected disability or died in service under conditions other than dishonorable.

Includes National Guard members and reservists who served on active duty, including training-only service, in any branch of the Armed Forces.

Recognizes persons determined to be veterans by the U.S. Department of Veterans Affairs, provided they entered service or served in Illinois or have resided in the state for at least one day (exception for determining eligibility of deceased veterans' dependents).
