Amends the State Finance Act to require the Governor's Office of Management and Budget to submit annual transfer reports to legislative appropriations committees and the Commission on Government Forecasting and Accountability, beginning in 2025.

Report must detail all completed and projected transfers among line-item appropriations under Section 13.2, including transfers from the previous fiscal year, current year-to-date, and projections for the remainder of the current fiscal year and next fiscal year.

Each transfer must be identified as to whether it has statutory authority, whether that authority continues into the next fiscal year, and whether debt service is associated with the transfer.

Report shall include a detailed summary of the estimates on which projected line-item transfers are based.

The General Assembly shall consider these reports in the appropriations process, effective immediately.
