Extends deadlines by 5 years for coal-fired electric generating units and large greenhouse gas-emitting units to reduce carbon dioxide equivalent and copollutant emissions to zero under Section 9.15 of the Environmental Protection Act.

Changes deadline for non-public coal-fired units from January 1, 2030 to January 1, 2035 for achieving zero emissions.

Changes deadline for public coal-fired units from December 31, 2045 to December 31, 2050 for zero emissions, and extends intermediate 45% reduction deadline from January 1, 2035 to January 1, 2040.

Allows temporary continued operation of units beyond applicable deadlines if necessary for power grid supply and reliability, as determined by regional transmission organizations.

Requires annual emissions reports by June 30 beginning in 2025 and establishes a 5-year joint agency review process to assess renewable energy progress, emissions reductions, and grid reliability.
