Amends the Illinois Power Agency Act to remove language allowing municipalities, township boards, or county boards to operate electrical load aggregation programs as opt-out programs for residential and small commercial retail customers.

Eliminates the requirement for local governments to hold referendums before implementing opt-out aggregation programs; removes all referendum procedures and language.

Retains authorization for local governments to adopt opt-in aggregation programs where customers must affirmatively commit to participate within 60 days of bid selection.

Maintains requirements for local governments to develop operation plans, hold at least 2 public hearings, and solicit competitive bids for electricity services with fuel type disclosures.

Keeps existing provisions requiring disclosure of financial relationships and remuneration for consultants and professionals involved in electricity supplier selection.
