• Establishes that foods, dietary supplements, cosmetics, and consumer products are not adulterated solely for containing hemp or hemp-derived cannabinoids (including Delta-9 THC, Delta-8 THC, and THCa) provided the hemp complies with federal definition under 7 U.S.C. 1639o.

• Requires hemp products intended for human consumption and retail sale in Illinois to meet federal requirements, contain no unsafe contaminants (microbes, pesticides, residual solvents, metals, etc.), and comply with Department of Public Health rules.

• Prohibits retail sale of hemp products intended for inhalation or ingestion containing detectable cannabinoids to persons under 21 years of age.

• Requires the Department of Agriculture to adopt rules for distribution and retail sale of hemp products and to conduct annual inspections of hemp producers to verify compliance with state law and the federal Domestic Hemp Production Program under 7 CFR Part 990.

• Conforms Illinois Industrial Hemp Act definitions and licensing requirements to federal regulations, including replacing "land area" with "lots" language consistent with federal hemp production standards.
