Requires the Department of Corrections and Department of Juvenile Justice to immediately discharge any employee convicted of unauthorized bringing, possessing, or delivering contraband into a penal institution

Mandates immediate termination for employees found by their respective department to have violated internal policies prohibiting facilitating, bringing, delivering, or possessing contraband in correctional facilities

Permanently bars discharged employees from being rehired by either the Department of Corrections or the Department of Juvenile Justice

Applies to all officers and employees of both departments, including security personnel

Takes effect immediately upon becoming law
