Creates the Mobile Panic Alert System Act, also known as Alyssa's Law, requiring each public school including charter schools to implement a mobile panic alert system beginning with the 2026-2027 school year.

Mobile panic alert system must be capable of connecting diverse emergency services technologies to ensure real-time coordination between multiple first responder agencies and integrate with local 9-1-1 infrastructure.

State Board of Education must issue a competitive solicitation in fiscal year 2026 to contract for a mobile panic alert system that school districts may use, with consultation from Illinois State Police and Illinois Emergency Management Agency.

School districts may implement additional strategies or systems beyond the required mobile panic alert system to ensure real-time coordination between first responders during school security emergencies.

Amends Charter Schools Law to require charter schools to comply with the Mobile Panic Alert System Act; effective January 1, 2026.
