Creates the Local Government Elected Official Recall Act allowing voters to recall local elected officials through petition and election process.

Requires recall petition signed by a percentage of votes cast for Governor in preceding gubernatorial election, with percentage ranging from 30% for jurisdictions under 1,000 electors down to 10% for jurisdictions over 100,000 electors.

Petition must be filed within 90 days of affidavit notice to State Board of Elections, and cannot be filed sooner than 6 months after official's term begins; State Board must certify valid petitions within 100 days.

Official is removed if three-fifths majority of voters approve recall at next general or consolidated election; recalled official is ineligible to serve in public office for 10 years.

Replacement candidates appear on same ballot using standard election certification procedures; top vote-getter replaces recalled official with no primary or runoff election; limits home rule units from regulating recall process inconsistently with this Act.
