Allows international medical graduate physicians to apply for limited licenses with the Department of Financial and Professional Regulation after January 1, 2025.

Department must establish qualifications, application fees, and a pathway to full licensure for limited license holders after they complete a supervision period.

Requires the Department to establish a clinical readiness program by January 1, 2026, in collaboration with the Department of Public Health and Governor's Office of New Americans to help international medical graduates obtain residency and reestablish medical careers in Illinois.

Authorizes the Department to adopt emergency rules to implement these provisions, with emergency rules required to be adopted by March 1, 2025.

Takes effect immediately.
