Creates the Heirs' Property Study Task Force to examine current and prospective methods to address heirs' property issues in Illinois, with a final report due to the General Assembly by December 31, 2024.

Task Force shall determine the amount of land in Illinois held as heirs' property, study impacts of federal and state legislation on partition of such land, and analyze approaches used by other states that could apply to Illinois.

Task Force shall determine the economic costs of heirs' property to Illinois and estimate the benefits of proactive measures to address the issue.

Task Force membership includes 2 House members, 2 Senate members, directors from Department of Agriculture, Housing Development Authority, Department of Natural Resources, Illinois Municipal League, 2 property law experts, and 1 representative from an organization dedicated to improving quality of life for Black families.

Department of Agriculture shall provide administrative support for the Task Force, which will be chaired by an elected legislative member with two co-chairs from House Speaker and Senate President appointees.
