Designates the Utica River Bridge as the "Ralph E. Snell Memorial Bridge" to honor Private First Class Ralph E. Snell's military service and heroism.

PFC Snell served in the 136th Infantry, 33rd Division from April 22, 1942, until his honorable discharge on November 24, 1945, including combat in New Guinea and the Philippine campaigns.

On May 6, 1945, PFC Snell single-handedly destroyed a machine gun nest and three Japanese strong points despite being wounded, then led his unit to capture the hill before accepting evacuation.

PFC Snell received the Distinguished Service Cross on June 9, 1946, along with the Good Conduct Medal, American Campaign Ribbon, Asiatic-Pacific Ribbon with two Bronze Battle Stars, Philippine Liberation Medal with one Bronze Battle Star, and Purple Heart.

The Illinois Department of Transportation is requested to erect plaques or signs at suitable locations identifying the bridge as the "Ralph E. Snell Memorial Bridge" and copies of the resolution are to be presented to PFC Snell's family and the Secretary of the Illinois Department of Transportation.
