Urges the State of Illinois to support implementation of the Family First Prevention Services Act, a federal law signed February 9, 2018, to decrease the number of children entering foster care.

Calls on the State to restore funding for family intake services, increase funding for family reunification programs, and restore college scholarships for state wards seeking higher education.

Recognizes Family First's provisions for federal reimbursement of mental health services, substance abuse treatment, and in-home parenting skill training to prevent children from entering foster care.

Supports Family First's goal of placing children in foster care in the least restrictive, most family-like settings, with preference for family-based placements over congregate care.

Directs delivery of this resolution to the Illinois Department of Healthcare and Family Services, the Illinois Department of Human Services, and the Illinois Student Assistance Commission.
