Creates a 16-member Task Force on Black Immigrants charged with studying the state of Black immigrants in Illinois and providing recommendations for assistance.

Task Force membership includes representatives appointed by legislative leaders, the Governor, Lt. Governor, Directors of Human Rights and Human Services departments, and representatives from diplomatic missions, immigrant advocacy organizations, and African American organizations.

Designates the Speaker of the House and Senate President appointees as co-chairs; members serve without compensation.

Department of Human Rights provides administrative support to the Task Force.

Task Force must submit a final report to the General Assembly by December 31, 2024, and dissolves upon filing the report.
