Commemorates Cpl. Tommy Neal Miller (July 19, 1949 – February 25, 1969), a U.S. Marine Corps mortarman from Madison County who was killed in action during the Vietnam War

Honors Cpl. Miller's heroic actions on February 25, 1969 at Fire Support Base Russell in Quang Tri Province, where he exposed himself to hostile fire to restore communications and assist trapped fellow Marines before being mortally wounded

Requests the Illinois Department of Transportation erect plaques or signs marking the memorial highway at suitable locations

Directs copies of the resolution be presented to Cpl. Miller's family and the Illinois Department of Transportation
