Interstate 55 experiences chronic congestion due to limited roadway capacity, design constraints, high truck volumes, and numerous interchanges between I-355 and I-90/I-94.

The Illinois Department of Transportation (IDOT) initiated the "I-55 Managed Lane Project" to add Express Toll Lanes (ETLs)—two lanes in each direction between I-294 and I-90/I-94, and one lane in each direction between I-355 and I-294.

Phase II (Final Design and Contract Plan Preparation) is funded in IDOT's Fiscal Year 2020-2025 program, but Phase III (construction) currently lacks funding.

IDOT is evaluating a public-private partnership (P3) delivery method to leverage private industry resources and achieve the safest, most efficient, and cost-effective project implementation.

The General Assembly is urged to support the I-55 Managed Lane Project and authorize IDOT to pursue it as a P3, as required under the Public Private Partnership for Transportation Act.
