Designates the Balmoral Avenue Bridge over Interstate 294 as the "Donald E. Stephens Memorial Bridge"

Requests the Illinois Toll Highway Authority erect plaques or signs at suitable locations to identify the bridge by its new name, consistent with State and federal regulations

Honors Donald E. Stephens (1928-2007), who served as the first village president of Rosemont from 1956 until his death and was believed to be the longest-serving mayor in the United States at the time

Recognizes Stephens' leadership in growing Rosemont from 85 residents to over 4,000 and overseeing construction of major facilities including the Donald E. Stephens Convention Center, Allstate Arena, and Rosemont Theatre

Directs that copies of the resolution be presented to Stephens' family and the Executive Director of the Illinois Toll Highway Authority
